Mr Pescod joined the West Kowloon Cultural District Authority in October 2014. He was appointed Chief Executive Officer with effect from 3 August 2015. He has over 32 years of service with the Hong Kong Government in which he has served in various bureaux and departments. He was Special Representative for Hong Kong Economic and Trade Affairs to the European Communities from 2006 to 2008, Permanent Secretary for Commerce and Economic Development (Communications and Technology) from 2008 to 2010, and Permanent Secretary for Transport and Housing (Housing) and Director of Housing from 2010 to 2014. He is Chairman of the Children’s Heart Foundation and Chairman of the Peak School Council. He is a former Chairman and life member of the Valley Rugby Football Club. Mr Pescod was born in Sierra Leone West Africa and grew up in Thailand. Educated in Sedbergh School and the University of Leeds, Mr Pescod is active in Alumni Affairs in Hong Kong.
